Pedro Vaquera

Pedro Vaquera is a Mexican qualified lawyer with a strong background in corporate law, technology law, and legal research. Currently enrolled in the European Master in Law, Data, and Artificial Intelligence (EMILDAI), he focuses on data protection, digital sovereignty, and the governance of emerging technologies. Pedro has hands-on experience through his work with the Dublin European Law Institute and the Brexit Institute, where he contributed to research, policy dialogue, and the organization of high-level events with EU policymakers. With professional fluency in five languages and a growing specialization in Artificial Intelligence Law and Governance, he is committed to building bridges between Latin America, the Balkans, and the EU in the digital and legal domain. Samuel Frank

Frank is an African legal researcher, and Erasmus Mundus scholar with expertise in data governance, policy analysis, and research. Currently pursuing the European Master in Law, Data, and Artificial Intelligence (EMILDAI), he specialises in the intersection of law and technology, with a strong focus on Africa–Europe relations and a specific interest in South–South digital cooperation. Some of his works have been featured in the Business and Financial Times (Ghana) and the Big Data & Society journal. Frank has contributed to landmark initiatives such as the State of AI Regulation in Africa report and continues to explore innovative governance models, including data embassies, with a focus on digital sovereignty. As a writer and thought leader, he is passionate about shaping Africa’s role in global conversations on AI governance, digital transformation, and continental integration.
